Ex-con slain in shootout with cops in Tagbilaran

A man previously convicted of attempted murder was gunned down by police operatives after he allegedly resisted arrest during drug buy-bust operation in Tagbilaran City on Thursday, a week after he was released from prison.

Authorities identified the fatality as Welbert Capa, also known as Benzon Tare, a resident of Barangay San Isidro, Tagbilaran City.

In their report, police indicated that Capa noticed that he was transacting with an undercover cop prompting him to flee and shoot at the converging policemen of the Provincial Public Safety Company (PPSC) during the sting operation.

The operatives led by SPO1 Jojo Hinlayagan then returned fire hitting the suspect multiple times before he could escape the buy-bust area outside the suspect’s home.

Capa reportedly was only able to fire once as his .45 caliber pistol malfunctioned when he pulled the trigger for the second time.

He was rushed to the Governor Celestino Gallares Memorial Hospital but was declared dead on arrival.

According to PPSC chief P/Supt. Lorenzo Batuan, Capa was being monitored by the police after he tried to establish a drug ring with companions who he served time with at the New Bilibid Prison in Muntinlupa City.

Prior to the buy-bust operation, Capa was reportedly in Panglao to acquire illegal drugs for redistribution.

Capa was earlier convicted of attempted murder fro stabbing a man on the same day he was released from jail after being held for a drug charge. (Weli Maestrado)
