NPA legal fronts monitored in Bohol

Philippine Army troops in Bohol continue to monitor security threats upon sightings of armed individuals in secluded areas in the interior towns.

The latest monitored were three men carrying low-powered firearms and backpacks seen passing barangay Villaflor, Carmen at around 1 p.m. on November 5.

It was reported during the Provincial Peace and Order Council (PPOC) meeting on November 16 that these men were seen being accompanied by a trusted contact as their guide when they passed by the area.

“Accordingly, said group visited their contact and proceeded to a forested land area owned by a certain undisclosed person of the same barangay,” according to the report on security threat presented during the PPOC meeting.

The army troops in Bohol also monitored the activities of legal fronts of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CNN).

The army received a report that at around 9:20 a.m. to 11:13 a.m. on November 4, more or less 43 members of Trinidad-Talibon Integrated Farmers Association (TTIFA), headed by Neboy Olayvar, conducted a meeting at Purok 7 (Sitio TTIFA) in barangay San Vicente, Trinidad.

It was learned that the agenda of the meeting included the participation in the protest action of LAKBAYAN NG VISAYAS 2017 last October 17-20 in Cebu City.

Other topics in the agenda were the communal farm water and electric bills, dispersal of pig and carabao and updates of their communal farm at Sitio TTIFA.

The communal farm is located in the land area owned by a certain Juaquen (FNU), Toting (FNU), Landoa (FNU) and Vergelio (FNU)- -all resident of Sitio TTIFA.

The army also received a report at 9:30 a.m. on November 6 that at around 3:30 p.m. to 5:45 p.m. on November 4, a certain Nelson Lumantas, secretary general of  KMP-HUMABOL, together with Danilo “Neboy” Olayvar, conducted an oath-taking ceremony to the officers  of newly organized peoples organization affiliated to KMP-HUMABOL .

The new organization is called Bayongan Farmers Association (BAFA) and the oath-taking ceremony was conducted at Purok 6 in barangay Bayongan in the town of San Miguel.

The army had monitored that the organization has more or less 20 members.

The 302nd Brigade of the Philippine Army assured the provincial government that it would continue to support theCountryside Development Program-Purok Power Movement (CDP-PPM).

The army will also conduct continuous community security patrol, intensified intelligence monitoring in ISO, CAID and counter intelligence, BIPSO meeting with the provincial government, and Joint AFP-PNP operation.

The 302nd Brigade continues to appeal to the public to help authorities in monitoring their neighborhood and report any suspicious individuals that they would see.

This is considering that armed men were also monitored in the earlier part of 2017.

There were times in June and July that the military received reports that about armed men spotted in Trinidad, Baclayon and Antequera.

On July 3, nine men bringing high-powered firearms had been spotted passing the boundary between barangay Caluasan in the town of San Miguel and Isumod River in Sitio Cahayag in barangay Dagohoy in the town of Danao.

According to the report reaching the military, the armed men headed towards the sub-village of Maonglinis in barangay Kauswagan in Trinidad town.

On July 12, four men carrying high-powered firearms were spotted in barangay Kauswagan, Trinidad and had been seen hopping from one house to another in barangay San Vicente, Trinidad.

On July 15, another group of four men and a woman has been spotted near a house in barangay Catigbian, Buenavista and had been seen heading to Purok 5 in the same barangay.

The woman was described to be 5’2” tall and was clad in black jacket.

On the same day, five armed men, on barefoot and bringing big backpacks had been spotted in Sitio Baclaran in barangay Tawid, Anda and heading barangay Katipunan.

The military also monitored seven activities of different groups who conducted rallies, meetings and solicitations.

The initial wave of information on armed men roving some areas in Bohol was on the sighting of seven armed men at around 10:37 p.m. on June 22 in barangay Bongbong, Trinidad. 

They were seen visiting some houses during the fiesta celebration on May 23 in the area. 

At around 9:30 a.m. on June 3, five armed men accompanied by two women were sighted in barangay Brgy Cambanac, Baclayon.

One of them was seen carrying a homemade 12-gauge shot gun and a container filled with five liters of gasoline.

“Accordingly, said group were asking foodstuff from the operator of a rock crusher machine of undisclosed construction company. Then, the armed group left the area and proceeded towards the direction to barangay Buenaventura in the same municipality,” according to the military.

At midnight on June 7, more or less five armed men and a woman were sighted at a quarry bunkhouse in barangay Cambanac, Baclayon.

It was learned that the group came from the more populous part of Cambanac.

At around 4 p.m. on June 11, more or less five armed men were also sighted at the house in barangay Tabuan, Antequera.
