Barangay drug clearing in Bohol still far from over

It appears that majority of 1,109 barangays in Bohol are still hooked in dope particularly “shabu.”

This came as efforts of making barangays drug-free are still very far from over based on police data tackled by the Sangguniang Panlalawigan(SP) session on Friday.

 Based on report by Supt. Lorenzo Batuan of the Bohol Provincial Police Office (BPPO), the SP learned that only 17 barangays of the total 1,109 are unaffected in illegal drugs.

 Two hundred thirteen (213) barangays are said to be cleared from drugs by the so-called Barangay Anti-Drug Abuse council (BADAC) and 312 barangays by Municipal Anti-Drug Abuse Council (MADAC).

 Some 567 barangays are still “subject for drug clearing.” It was not known whether the Provincial Anti-Drug Abuse Council (PAFAC) would also make declaration on barangays drug affectation.

 It will be recalled that 1,092 out of 1,109 barangays in Bohol with a population of 1,313,560 are affected by the dreaded illegal drugs.

 The 1,092 barangays affected by illegal drugs are divided into “slightly affected” with 422; “moderately affected,” 670; and “seriously affected,” none.

NAMES OF BARANGAYS

These (unaffected) barangays are the following: Cagongcagong, Alicia, Bohol; barangays Buenasuerte, Tanod and Almaria, Anda, Bohol; barangays Quinapon-an, Antequera; Villa Aurora, all of Dagonhoy, Bohol; barangay Taytay, Duero; barangay Catmon, Sampong and Togbongon, all of Garcia-Hernandez; barangay Buenavista, Loboc;  barangay Cadabug, Canmanoc, Quinobkoban and Tiwi, all of Loon; barangay Bayog, Pres. Carlos P. Garcia; and an island Ubay, Tubigon, Bohol.

 According to the revised criteria of defining or determining illegal drug-affected barangays:, “slightly affected” means there’s reported presence of less than 2% of barangays total population are drug personalities, including users, pushers, financiers; “moderately affected” – reported presence of 2% of 20% of barangay population are drug personalities; and “seriously affected — reported presence of at least one percent clandestine drug laboratory or marijuana plantation, more than 20% of barangay population are drug personalities and presence of three (3) or more drug dens or ‘tiangges.’ These are based on Dangerous Drugs Board Resolution No. 02, series of 2016, police said.

 A total of 954 barangays are set to be “cleared” with 84 being “cleared” by the Barangay Anti-Drug Abuse Council (BADAC); 63, “certified” by the Municipal anti-Drug Abuse Council (MADAC); and none yet concurred by the PADAC, police said.

PRESIDENTIAL INITIATIVE

An intensified campaign against illegal drugs launched by President Rodrigo Roa Duterte (PRRD) last year yielded a total of 24 drugs suspects killed and 37,996 drugs personalities surrendered to authorities, police said.

 Police also showed to the PPOC that a total of 38,208 households have been knocked and appealed that produced some 36,366 users and 1,630 pushers who allegedly gave themselves up to the police authorities.

 Under Operational Plan Double Barrel Alpha (DBA) operation, another relentless drive against illegal drugs, a total of 5,188 or 113% was accomplished by police from the 5,103 surrenderees; 83 arrested; and two killed by a total of 56 operations for the period October 26, 2016 to December 31, 2016, Domaging said.

 Under the same campaign (Oplan DBA), the surrenderees increased to 5,452 or 188% accomplishment from the 5,357 who gave themselves up; 93 arrested; and two (2) killed during the period October 26, 2016 to January 19, 2017. (rvo)
