A contractor stands to face an investigation at the Sangguniang Panlalawigan in aid of legislation for the alleged unfinished road project worth P250 million in the hinterlands of Valencia, Bohol.

Board Member Dionisio Victor Balite has exposed what he said could be another irregular infrastructure project. The concreting which covers a segment of the road from Barangays Poblacion to Anoyon is contracted by Leda Construction, Incorporated.

Balite said in his privilege speech that the “contractor has already incurred a negative slippage of 226 days or approximately 8 months of undue delay.”

It was supposed to be completed on January 6, 2019, he said.

Based on his inquiry, Balite bared that there were times that no workers and equipment on the project site, which should not be.

He gathered information indicating that the project has an appropriation of P250-M but the contract cost is P247,500,012.85.

The project contract duration stipulates 393 calendar days the project will be finished after starting on May 15, 2017, he said.

The data he presented include the contractor accomplishment of 90.48%.

The Department of Public Works and Highways regional office 7 is the implementing agency of the project.

“This project is the legacy of my father having had lobbied it with the central office of public works. My father had already wrapped up his term as the provincial vice-governor and yet the legacy that he for the people of Valencia still hangs in the balance,” Balite said.

This serious concern has been referred to public works/infra and public accountability committees. (rvo)
