Shabu supply in Bohol dwindled at the height of the anti-illegal drugs campaign being intensified in the last two months and a half.

The Bohol Police Provincial Office (BPPO) also tracked that all the 47 towns and one city in Bohol are affected by the drug menace. Of the 1,109 barangays, there are 1,071 or 96.6 percent affected by the illegal drugs trade, while only 38 barangays or 3.4 percent remain unaffected so far.

During the Provincial Peace and Order Council (PPOC) meeting last Friday, PSupt. Lorenzo Batuan, operations chief at BPPO, reported that the police operations against illegal drugs made headway into “remarkable reduction” of shabu in the province.

“As a direct effect of the Bohol PNP’s aggressive and intensified anti-drug operations, a remarkable reduction in the supply of illegal drugs is seen as drug personalities are felt to have either stopped or abandoned their drug trade in the province,” according to Batuan.

The consolidated report on Project Tokhang presented by Batuan during the PPOC meeting showed that a total of 31,594 of the 31,928 drug personalities who yielded to authorities had participated in the recall or re-engagement program.

For the period, July 1-September 15, Oplan Tokhang teams had visited a total of 22,387 households.

BPPO’s watchlist baseline as of June 30 had 809 users and 1,148 pushers or a total of total 1,957 personalities in the list.

The Oplan Tokhang teams in the entire province had visited 1,052 households listed in the June 30 watchlist baseline, and 21,335 other households or a total of 22,387 households being visited.

From those in June 30 watchlist baseline those who personally appeared or surrendered included 361 users and 392 pushers or total of 753.

Newly-identified personalities included 30,100 users and 1,075 pushers or a total of 31,175 personalities.

The total turn-out reached 31,928 that included 30,461 users and 1,467 pushers.

Of the 31,594 who participated in the recall or re-engagement program, 9,039 or 28.61 percent attended mass on week 1; 9,278 or 29.37 percent attended the different activities for accounting on week 2; and 4,740 or 15.15 percent attended the different activities on week 3.

POLICE OPERATIONS

Of the 10 street-level targets (SLTs) or those in the watchlist, the BPPO had conducted operations on eight subjects- -one surrendered, four arrested, and three got killed in action.

In the period, July 1-September 21, the police had conducted 297 operations which included 15 drug raids and 249 buy-bust operations, served five warrants of arrest; conducted six case profiling, 18 police response operations, and five other operations.

The BPPO units had arrested 256 pushers and 141 users or a total of 397 persons in separate operations, while 20 got killed in action.

During the period, the police confiscated 747.41 grams of shabu with estimated value of P8.82 million and filed 608 drug-related complaints.

In the month of July, the police had served two search warrants in drug raids, one warrant of arrest, conducted 44 buy-bust operations and 11 police response operations.

Of the 58 operations in July, the police arrested 48 pushers and 45 while five got killed in action; confiscated 208.64 grams of shabu worth of P2.5 million; and filed 150 drug-related complaints.

In August, BPPO recorded 126 police operations which included four drug raids where search warrants had been served.

The police had also served two warrants of arrest, conducted 112 buy-bust operations, two case profiling, three police response operations, and three other operations.

The operations resulted to the arrest of 113 pushers, 52 users, and death of 10 in shootouts.

From the 126 police operations, the police confiscated 371.94 grams of shabu worth P4.39 million and filed 275 drug-related complaints.

In the first 21 days of September, the police had already conducted 113 operations which included nine drug raids where search warrants had been served and 93 buy-bust operations, four police response operations, and four case profiling.

The police had also served one warrant of arrest and conducted two other operations.

From the 113 operations, the police arrested 139 drug personalities which included 95 pushers and 44 users; while five got killed in action.

The police confiscated 166.83 grams of shabu worth P1.97 million, and filed 183 drug-related complaints.

BARANGAY AFFECTATION

The BPPO record shows that 1,071 of the 1,109 barangays in Bohol are either slightly affected or moderately affected by the drug menace and none had been seriously affected so far.

The Philippine Drug Enforcement Agency (PDEA) has set “three basic parameters in determining barangay drug-affectation: slightly affected, moderately affected, and seriously affected. Those considered slightly affected have identified drug users in the community but no known drug pushers or traffickers operating in the area; moderately affected are those with at least one suspected drug pusher or trafficker operating in the barangay; and seriously affected are those with at least one drug laboratory, den, dive or resort suspected to exist in the community.

In Albur, all the 11 barangays are affected- -seven slightly affected and four moderately affected.

In Alicia, only one of the 15 barangays is unaffected, while eight are slightly affected and six moderately affected.

In Anda, only three of the 16 barangays remain unaffected. Five have been slightly affected and eight moderately affected.

In Antequera, only one of the 21 barangays remain unaffected; seven are slightly affected and 13 are moderately affected.

In Baclayon, seven of the 17 barangays are slightly affected and 10 are moderately affected.

In Batuan, all the 15 barangays all affected, 3 are slightly affected and 12 are moderately affected.

In Bien Unido, all the 15 barangays are affected- -11 are slightly affected and four are moderately affected.

In Buenavista, all 35 barangays are affected- -five slightly affected and 30 moderately affected.

In Calape, all the 33 barangays are affected- -four slightly affected and 29 moderately affected

In Carmen, only one of the 29 barangays is unaffected, while 18 are slightly affected and 10 are moderately affected.
